add client specific extentions for determining profile completeness here
start with sample.cfm and copy to [ownerType][ownerId].cfm - i.e. MFR1644.cfm
base profile completeness is already evaluated as true before extensions are called
if the base profile completeness rules do not pass, the extensions are not called
