urloptions.json:  original file format.

test_options.json: new format.  replaces urloptions.json.  new format allows for a description of each entry, and a url for the associated whitelist.json.

whitelist.json:  this was previously incorporated into the urloptions.json file, but caused issues.  broken out now.
